Аналіз тенденцій розвитку діяльності суб’єктів господарювання України у сфері надання соціальної допомоги

Abstract

У статті виділено сектори в системі надання соціальних послуг. У розрізі секторів розглянуто суб’єкти господарювання України у сфері надання соціальної допомоги. Виділено два основних види діяльності у сфері надання соціальної допомоги, а саме надання послуг догляду із забезпеченням проживання та надання соціальної допомоги без забезпечення проживання. Проведено аналіз тенденцій розвитку діяльності суб’єктів господарювання України у сфері надання соціальної допомоги, а саме динаміки кількості суб’єктів господарювання та зайнятих працівників у сфері надання соціальної допомоги, динаміки обсягу реалізованих і вироблених послуг у сфері надання соціальної допомоги за 2016–2018 рр. На основі проведеного аналізу зроблено висновки та визначено напрями подальшого розвитку сфери надання соціальної допомоги

В статье выделены секторы в системе предоставления социальных услуг. В разрезе секторов рассмотрены субъекты хозяйствования Украины в сфере предоставления социальной помощи. Выделены два основных вида деятельности в сфере предоставления социальной помощи, а именно предоставление услуг ухода с обеспечением проживания и предоставление социальной помощи без обеспечения проживания. Проведен анализ тенденций развития деятельности субъектов хозяйствования Украины в сфере предоставления социальной помощи, а именно динамики количества субъектов хозяйствования и занятых работников в сфере предоставления социальной помощи, динамики объема реализованных и произведенных услуг в сфере предоставления социальной помощи за 2016–2018 гг. На основе проведенного анализа сделаны выводы и определены направления дальнейшего развития сферы предоставления социальной помощи

The article identifies sectors in the social service delivery system: state, communal and non-state. The set of entities that interact at all stages of the social service organization are the main components of the social service delivery system. In terms of sectors Ukraine’s social assistance entities are considered: in social and public sectors social service providers are social service institutions (inpatient, rehabilitation, temporary residence); other institutions for social support (services), including specialized support services for persons affected by domestic and gender-based violence; in non-state sector social service providers are businesses, organizations, public associations, charities, religious organizations, individual entrepreneurs and individuals, who provide social care services without engaging in business. There are two main types of activities in the field of social assistance: provision of residential care and social assistance without accommodation. The development trends of activity of economic entities of Ukraine in the sphere of providing social assistance are analyzed, namely: the dynamics of the number of economic entities and employed workers in the sphere of providing social assistance, the volume of provided and produced services in the sphere of social assistance for 2016–2018. According to the analysis of trends in the development of activities of institutions in the field of social assistance, it was found that the number of business entities and employed workers in the sphere of providing social assistance is increasing every year; the volume of provided and produced services in the sphere of social assistance in 2018 compared to 2016 has increased by approximately 2 times. The directions of further development of the sphere of social assistance are defined: decentralization and demonopolization of the sphere of providing social assistance; involving more the private sector in its provision; reorientation of economic entities to solve fundamentally new problems with the use of innovative technologies; providing the state with conditions for the effective functioning of economic entities in thesphere of providing social assistance.
