Шляхи розвитку українського авіабудування у сучасних умовах

Abstract

У статті наведено пропозиції щодо інноваційного розвитку авіабудівної сфери України. Визначено цілі, завдання та етапи реалізації комплексу рішень із розвитку сфери літакобудування України, викладено зміст основних заходів із розвитку літакобудування України, основною рисою яких є умови обмеження державного бюджетного фінансування та вимоги ВТО. Розроблено комплекс заходів для забезпечення стійкого та якісного розвитку галузі авіабудування України в умовах жорсткого конкурентного ринку. Запропоновані заходи диференціюються за основними складниками галузі авіабудування: літакобудуванням, авіаційному двигунобудуванню та авіаційної науки і технологіям. Окремо розроблено заходи щодо забезпечення державної підтримки вітчизняної авіабудівної галузі в рамках дотримання умов ВТО. У висновках зроблено прогноз позитивних ефектів щодо інноваційного розвитку авіабудівної сфери України від упровадження запропонованих заходів.

The article presents proposals for innovative development of the aircraft industry in Ukraine. We define the goals, objectives and stages of implementation of a set of decisions on the development of the aircraft industry of, the content of the main measures for the development of aircraft construction of Ukraine, the main feature of which are the conditions for limiting state budget funding and WTO requirements. In the sphere of aircraft construction, the main areas of reform are the restructuring of the aircraft industry to the requirements of today's highly competitive and high-tech market, the expansion of the presence of Ukrainian aircraft industry enterprises in international markets and the development of a global service network and after-sales service system. Measures to restructure the industry are built on a two-phase basis: identification of improper assets and their liquidation or repurposing, and implementation of modern methods of quality control and management, providing the necessary international certificates. In the aviation engine industry, the main areas of reform are restructuring of the engine industry companies; entering the world market as suppliers of level 2-4 components, diversification into non-aviation markets. In the sphere of aeronautical engineering and instrumentation the main areas of reform is the completion of the restructuring of companies in the industry, entering the world market as suppliers of whole systems and assemblies and their components of 1-4 level, and diversification instrument for non-aviation markets The main directions of improving the science and technologies is the creation of an effective system of interaction between scientific institutions and industry and the improvement of the mechanism of management of scientific research. Separately, we have developed a set of decisions and measures on the role of the state and its regulation mechanisms in the conditions of Ukraine's accession to the WTO, when the state's capabilities in the areas of direct financing of the aircraft industry are significantly limited, and the priority mechanisms of state regulation should be indirect and indirect.
