Кримська платформа: від ідеї до установчого саміту

Abstract

У статті, на основі аналізу широкого комплексу джерел, розглядається процес становлення «Кримської платформи», що охоплює період від публічного анонсу її створення (з трибуни ООН), до Установчого саміту (включно). Особливу увагу приділено характеристиці підготовчого етапу, що включив в себе: проведення на міжнародній арені ґрунтовної роз’яснювальної роботи (адвокації) щодо «Кримської платформи»; формування (на національному рівні) бачення її суті, мети, концептуальних особливостей, організації діяльності; створення експертної мережі. Аналіз інформації, дозволяє зробити висновок, що роз’яснювальна (адвокаційна) робота, проводилася в різних площинах міжнародної взаємодії, а ключову, роль в її реалізації, відігравали міністр закордонних справ України Дмитро Кулеба та перша заступниця міністра Еміне Джапарова. Акцентовано, що кінцевою метою «Кримської платформи» є деокупація Кримського півострова, а пріоритетними напрямками діяльності – завдання, пов’язані, головним чином, з подоланням наслідків російської окупації Криму. Коротко окреслено процес заснування Національного офісу «Кримської платформи» та межі його відповідальності. Встановлено, що ваговим чинником ефективності «Кримської платформи» є формування та залучення до співпраці експертної мережі; розкрито її завдання, тематичні сфери та кроки по організації взаємодії по лінії МЗС України – Експертна мережа – Міжнародна благодійна організація «Фонд Східна Європа». Охарактеризовано Установчий саміт «Кримської платформи»: рівень представництва, теми панельних дискусій, підсумковий документ – Декларацію Кримської платформи. Наголошено, що ігнорування Організацією Об’єднаних Націй Установчого саміту «Кримської платформи», на думку Дмитра Кулеби, має під собою політичні мотиви та є неприпустимим, оскільки завданням ООН є захист принципів, а не інтересів окремих держав, які порушують і принципи діяльності ООН, і міжнародне право. Відмічено активну діяльність української дипломатії (на «майданчику» ООН), для утримання кримської проблематики у фокусі уваги міжнародної спільноти та просуванні ідеї «Кримської платформи».

The article, based on the analysis of a wide range of sources, examines the process of formation of the «Crimean Platform», covering the period from the public announcement of its creation (from the UN podium) to the Founding Summit (inclusive). Special attention was paid to the characteristics of the preparatory stage, which included: conducting thorough explanatory work (advocacy) on the international arena regarding the "Crimean Platform"; formation (at the national level) of a vision of its essence, purpose, conceptual features, organization of activities; creation of an expert network. The analysis of information allows us to conclude that explanatory (advocacy) work was carried out in various spheres of international cooperation, and the key role in its implementation was played by the Minister of Foreign Affairs of Ukraine Dmytro Kuleba and the first deputy minister Emine Japarova. It was emphasized that the ultimate goal of the "Crimean Platform" is the de-occupation of the Crimean Peninsula, and the priority areas of activity are tasks related, mainly, to overcoming the consequences of the Russian occupation of Crimea. The process of establishing the National Office of the "Crimean Platform" and the limits of its responsibility are briefly outlined. It has been established that an important factor in the effectiveness of the Crimean platform is the formation and involvement of an expert network; its tasks, thematic areas and steps to organize cooperation along the line of the Ministry of Foreign Affairs of Ukraine - Expert Network - International Charity Organization «Eastern Europe Foundation» are disclosed. The Founding Summit of the "Crimean Platform" was characterized: the level of representation, topics of panel discussions, the final document – the Declaration of the Crimean Platform. It was emphasized that the United Nations' ignoring of the Constituent Summit of the Crimean Platform, according to Dmytro Kuleba, has political motives and is unacceptable, since the task of the UN is to protect the principles, not the interests of individual states, which also violate the principles of the UN's activities. and international law. The active activity of Ukrainian diplomacy (on the «ground» of the UN) to keep the Crimean issue in the focus of the international community's attention and to promote the idea of the Crimean Platform was noted.
