Інформаційна політика та її роль у вирішенні міждержавних конфліктів

Abstract

Міжнародні конфлікти протягом всієї історії супроводжували людство. Світ стрімко змінюється, формується новий світовий порядок, суспільства стикаються з новими викликами, а науково-технічний прогрес, в тому числі в військової та інформаційній сферах, сприяють тому, що конфлікти якісно змінилися і набули абсолютно нові форми. Невід’ємною складовою національної безпеки держави завжди була інформаційна безпека. Її питома вага зростає прискореними темпами. Це, насамперед, обумовлено стрімким розвитком технологій засобів зв’язку та інформаційних технологій, що обслуговують численні портали Інтернету. Завдяки цьому розширюється сфера внутрішньої інформаційної діяльності, міжнародного інформаційного співробітництва. Проте одночасно з’являються нові виклики національній безпеці, нейтралізація яких і потребує створення насамперед правового поля, у межах якого здійснювалося б інформаційне співробітництво, а також розробки та вжиття відповідних заходів політичного, економічного, технологічного характеру. Інформаційна політика виходить, зокрема, з інформаційного суверенітету держави, відповідно передбачає захист національного інформаційного середовища та створення загальної системи охорони інформації. Йдеться про суспільне значущу інформацію, що стосується державотворення і основ етнонаціонального буття. Суттєвим елементом інформаційної політики є забезпечення національної безпеки і такої її складової як інформаційна безпека. Розвиток соціальних мереж, месенджерів і глобалізація світового співтовариства активно використовуються у військовій галузі не тільки з метою здійснення управлінських процесів, але й для ведення віртуальних бойових дій, які забезпечують реальні військові протистояння. У статті досліджується інформаційна політика в умовах політичних конфліктів. Визначено загальні принципи, мету та значення інформаційної політики, виокрем- лено особливості та специфіку сучасних інструментів інформаційних війн у міжнародному геополітичному просторі; виявлено чинники, що впливають на інформаційне середовище держави; проаналізовано вплив ЗМІ та соціальних мереж на перебіг політичних конфліктів; запропоновано власні шляхи вдосконалення інформаційної політики в умовах політичного конфлікту на міжнародному рівні.

The world is rapidly changing, a new world order is being formed, societies face new challenges, and scientific and technological progress, including in the military and information spheres, contribute to the fact that conflicts have changed qualitatively and taken on completely new forms. Information security has always been an integral component of the state’s national security. Its specific weight is growing at an accelerated pace. This, first of all, is due to the rapid development of communication technologies and information technologies that serve numerous Internet portals. Thanks to this, the scope of internal information activities and international information cooperation is expanding. However, at the same time, new challenges to national security are emerging, the neutralization of which requires, first of all, the creation of a legal field within which informational cooperation would be carried out, as well as the development and implementation of appropriate measures of a political, economic, and technological nature. The information policy comes, in particular, from the information sovereignty of the state, accordingly, it provides for the protection of the national information environment and the creation of a general information protection system. It is about socially significant information related to state formation and the foundations of ethno-national existence. An essential element of information policy is the provision of national security and such a component of it as information security. The development of social networks, messengers and the globalization of the world community are actively used in the military industry not only for the purpose of implementing management processes, but also for conducting virtual combat operations that provide real military confrontations. The article examines information policy in the conditions of political conflicts. The general principles, purpose and meaning of information policy are defined, the features and specifics of modern tools of information wars in the international geopolitical space are highlighted; factors affecting the information environment of the state were identified; the influence of mass media and social networks on the course of political conflicts is analyzed; own ways of improving information policy in conditions of political conflict at the international level are proposed.
