Методичні підходи до оцінки факторів соціально-економічного розвитку регіонів

Abstract

В статті показано зміст комплексної дефініції соціально-економічний розвиток регіону. На основі системного підходу запропоновано методичний підхід до класифікації та оцінки факторів, що впливають на рівень соціально-економічного розвитку регіонів, що передбачає їх розподіл на ендогенні та екзогенні. Особливу увагу приділено факторам економіко-просторової організації та безпеки регіону. Здійснено відповідний аналіз показників по групах відокремлених факторів в регіональному розрізі України.

В статье показано содержание комплексной дефиниции социально-экономическое развитие региона. На основе системного похода предложен методический подход к классификации и оценке факторв, влияющих на уровень социально-экономического развития регионов, который предполагает их разделение на эндо- и экзогенные составляющие. Особое внимание уделено факторам экономико-пространственной организации и безопасности реиона. Проведен соответствующий анализ показателей по группам выделенных факторов в региональном разрезе по Украине.

The article shows the content of the complex definition of socio-economic development of the region, where the development of territories and the national economy as a whole is of particular importance due to the improvement of the functioning of the regions on the basis of the introduction of innovative factors in all spheres of management, including in the regional development management system. The main issues concerning the factors influencing the socio-economic development of the regions existing in the modern management of regional development, including problems of efficient use of resources, are considered. The indices of the physical volume of gross regional product in the regions of Ukraine for the period of 2011-2016 are analyzed, and it is determined which regions are the leading indicators according to the indicators. The article defines the content of the factors of regional development, which refers to the essential conditions that must be taken into account when studying or solving a specific problem of a regional economy. The relevance of studying the factors of influence on the regional dimension of the socio-economic development of economic entities, where each factor influences its development, is substantiated because factors of the territory's development are economic and social content depending on what function they will perform in the general development of a certain territory or on the achievement of which criterion of development they are aimed. It is emphasized that the region is an area that develops under the influence of a group of factors. On the basis of the systematic approach, a methodical approach to the classification and evaluation of factors influencing the level of socio-economic development of the regions is proposed, which involves their division into internal (endogenous) and external (exogenous) factors of development, and the content of each of them is disclosed regarding the economic condition of the region and social situation, where attention is paid to the factors of the economic-spatial organization and security of the region. The respective analysis of indicators by groups of isolated factors in the regional section of Ukraine has been carried out. The organic combination of traditional and innovative approaches and methods in the management system, maximum consideration of the current state, potential and interests of the development of specific regions is proposed, which will allow to form a well-founded and effective system of regional development management capable of overcoming existing problems and obstacles in the management of regional development, to solve existing problems of socio-economic development of regions.
