Analyzed are the conceptual notions that determine the modern society dominant processes,
language development models in the EU and Ukraine, and the role of multilingual processes
whose organic component and key tool is the bilingualism. Essential role here is attributed to the
necessity of multifaceted representation of multilingualistic European policy aimed at creating a
multicultural and multilingual society within the EU, such society being characterized both by the
preservation of each EU member state national culture, and by creating a beneficial environment
for the foreign language and respective culture studies.
