Розглянуто сутнісні характеристики європейських стандартів адміністративної етики в системі публічного управління. Досліджено основні складові європейських стандартів публічного управління. Встановлено, що сучасний підхід європейської спільноти до адміністративної етики виник з двох ключових факторів: впровадження нової моделі управління та зростанням ролі Європейського Союзу. Проаналізовано складові понять «етика відповідальності» та «дискурсивна етика». Зроблено висновок, що процес європейської інтеграції базується на ідеї політичної співвідповідальності та має чотири основних аспекти: економіка, ефективність, результативність та етика.
The essential characteristics of the European standards of administrative ethics in the system of public administration are considered. The main components of European standards of public administration are studied. It is established that the modern approach of the European community to administrative ethics arose from two key factors: the introduction of a new management model and the growing role of the European Union. The components of the concepts "ethics of responsibility" and "discursive ethics" are analyzed. It is concluded that the process of European integration is based on the idea of political co-responsibility and has four main aspects: economy, efficiency, effectiveness and ethics.
