Міграційна політика ЄС в контексті військових дій в Україні та світі

Abstract

Світові глобалізаційні процеси та стрімкий розвиток науки та техніки, що викликав пришвидшення суспільних комунікацій, не могли не відбитися на процесах імміграції населення на легальних і нелегальних засадах. Звісно, що розвинуті країни світу постійно піддаються напливам мігрантів, біженців і тих осіб, що шукають притулку, та вимушені контролювати їх за допомогою демократично встановлених способів та вироблення політичних принципів та пріоритетів. З однієї сторони політика розвинутих країн піддається тиску з боку міжнародних стандартів та спільноти, а з іншого – вимушених рішень задля блага внутрішніх інтересів. Мета дослідження полягає в проведенні аналізу основних тенденцій міграційної політики Європейського союзу в контексті подолання викликів міграційних хвиль зумовлених військовими діями в Україні та світі. При проведенні дослідження були використані структурно-функціональний, системний та компаративістський методи, що дало змогу розкрити зазначену мету у повному обсязі. Було встановлено, що країни члени Європейського Союзу з періоду після Другої світової війни є привабливою зоною для міграції. З самого початку вона мала темпоральний характер та була трудовою. З метою ліквідації нестачі населення та спеціалістів окремих професій, мігрантів в країнах Європейського Союзу стали розглядати як вимушений захід для подолання вказаної проблеми. Сьогодні міграція в країнах Європейського Союзу розглядається з позитивної та негативної сторони, особливої уваги заслуговують питання біженців та нелегальної міграції. В ході дослідження були проаналізовані основні нормативно-правові акти Європейського Союзу, встановлені загальні тенденції в зміні міграційної політики Європейського Союзу. Встановлено, що міграційна політика Європейського Союзу зазнавала змін на фоні міграційних хвиль, що були викликані військовими діями в світі в різні історичні періоди. Вказане додатково обґрунтовується розбіжностями в політичних поглядах на проблему міграції країн-членів та їх зобов’язаннями щодо надання різноманітної підтримки у тому числі і фінансового характеру.

World globalization processes and the rapid development of science and technology, which caused the acceleration of public communications, could not but affect the immigration population processes on legal and illegal grounds. Of course, the developed countries of the world are constantly exposed to the influx of migrants, refugees and those seeking asylum, and are forced to control them with the help of democratically established methods and the development of political principles and priorities. On the one hand, the policies of developed countries are subject to pressure from international standards and the community, and on the other – forced decisions for the sake of internal interests. The purpose of the study is to analyze the main trends of the migration policy of the European Union in the context of overcoming the challenges of migration waves caused by military actions in Ukraine and the world. When conducting the research, structural-functional, systemic and comparative methods were used, which made it possible to reveal the specified goal in full. It has been established that the member states of the European Union since the period after the Second World War are an attractive area for migration. From the very beginning, it had a temporal character and was labor-related. In order to eliminate the lack of population and specialists of certain professions, migrants in the countries of the European Union began to be considered as a forced measure to overcome the specified problem. Today, migration in the countries of the European Union is considered from a positive and negative side, the issues of refugees and illegal migration deserve special attention. In the course of the study, the main regulatory legal acts of the European Union were analyzed, and general trends in the change of the migration policy of the European Union were established. It was also found that the migration policy of the European Union underwent changes against the background of migration waves caused by military actions in the world in different historical periods. This is additionally substantiated by differences in political views on the problem of migration of member countries and their obligations to provide various support, including financial support.
