Інституціональний вимір системи стратегічних комунікацій України

Abstract

Проаналізовано становлення стратегічних комунікацій України із застосуванням системного підходу для запобігання сучасним викликам і загрозам національній безпеці. Зауважено, що в yмoвax вeдeння гiбpиднoï, а з лютого 2022 року повномасштабної вiйни, пepeд Укpaïнoю пocтaлa низкa надвaжливиx кoмyнiкaцiйниx зaвдань для зaxиcту нaцioнaльних iнтepecів дepжaви тa підвищення ïï iмiджу нa мiжнapoднiй apeнi. Зазначено, що нинішня неефективність норм міжнародного права, економічні, політичні та військові проблеми зумовлюють важливість удосконалення системи стратегічних комунікацій держави. Зауважено, що в Україні стратегічні комунікації легітимізовані з 2015 року в Дорожній карті Програми партнерства зі стратегічних комунікацій між Україною і НАТО, а також у Воєнній доктрині України та Доктрині інформаційної безпеки України. При цьому стратегічні комунікації визначено як скоординоване і належне використання комунікативних можливостей держави – публічної дипломатії, зв’язків із громадськістю, військових зв’язків із громадськістю, інформаційних та психологічних операцій, заходів, спрямованих на просування цілей держави. Розглянуто нормативну базу щодо удосконалення стратегічних комунікацій держави у безпековому контексті, а саме такі документи, як: Концепція стратегічних комунікацій Міністерства оборони України та Збройних Сил України, Указ Президента України «Про Стратегію сталого розвитку “Україна – 2020”», Стратегія воєнної безпеки України «Воєнна безпека – всеохоплююча оборона», Стратегія комунікації з питань європейської інтеграції України до 2026 року. Акцентовано увагу на тому, що стратегічні комунікації є функціональним ядром моделі зовнішньо-політичного позиціонування на стратегічному, оперативному та тактичному рівнях. Звернено увагу на такі складові системи стратегічних комунікацій, як зв’язки з громадськістю, публічна дипломатія, інформаційно-психологічні операції. Зроблено висновки, що інтеграція, збалансування та узгодженість усіх зазначених складових мають бути основою для ефективної реалізації стратегічних комунікацій. А нинішня воєнна агресії росії проти України актуалізувала приведення усіх наявних сил та засобів нашої країни до єдиних стандартів НАТО та імплементацію стратегічних комунікацій в інформаційне та правове поле України з урахуванням національних особливостей та здобутого досвіду.

The article analysed the development of Ukraine’s strategic communications using a systemic approach to prevent modern challenges and threats to the national security. It was noted that in the times of a hybrid war which became a full-scale war since February 2022, Ukraine faced a number of extremely important communication tasks to protect national interests of the state and improve the image on an international stage. It is noted that the current ineffectiveness of international law, economic, political and military problems determine the importance of improving the state’s strategic communications system. It is noted that strategic communications in Ukraine have been legitimized since 2015 in the Roadmap of the Strategic Communications Partnership Program between Ukraine and NATO, as well as in the Military Doctrine of Ukraine and the Information Security Doctrine of Ukraine. At the same time, strategic communications are defined as the coordinated and proper use of the state’s communicative capabilities – public diplomacy, public relations, military public relations, informational and psychological operations, measures aimed at promoting the goals of the state. The regulatory framework for improving the strategic communications of the state in the security context was considered, namely such documents as: Concept of strategic communications of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, Decree of the President of Ukraine «On the Sustainable Development Strategy «Ukraine – 2020», Military Security Strategy of Ukraine «Military security – all-encompassing defense», Communication Strategy on European Integration of Ukraine until 2026. Attention is focused on the fact that strategic communications are the functional core of the model of foreign policy positioning at the strategic, operational and tactical levels. Attention is drawn to such components of strategic communication systems as public relations, public diplomacy, informational and psychological operations. It was concluded that the integration, balancing and coherence of all the mentioned components should be the basis for the effective implementation of strategic communications. And the current military aggression of russia against Ukraine actualized the standardizing of the available forces and means of our country to the unified NATO regulations, and the implementation of strategic communications in the information and legal field of Ukraine, taking into account national characteristics and gained experience.
