Being mutually influential and interdependent functions of public administration are one integral. Their research provides the potential for understanding the relevant characteristics of the subjects of the relationship of public administration. У статті робиться акцент на те, що за допомогою комплексності функцій знаходить власне відображення процес публічного управління. Перебуваючи взаємовпливаючими і взаємозалежними функції публічного управління складають одне ціле. Їх дослідження надає потенціал розумінню відповідних характеристик суб'єктів взаємовідносин публічного управління. Крім того підкреслюється те, що вони виконуються через форми і способи публічного управління, які визначають шляхи та засоби процесу публічного управління. У статті пропонується їх класифікація. Акцентується увага на тому, що однією з головних функцій громадського управління є адміністративна послуга.
